War compensation and Transitional aid for the victims of war Fare
Transitional aid [for proper shelter]and war compensation are usually given to persons affected by disasters like natural calamities or war fares .The emergency phase is the period of time when a country is in war with another country/terrorist force. During this period the affected persons would be given basic shelter and some amount of money [war compensation] for their livelihood. This period is termed as the transitional period and the concerned government would take efforts and provide even permanent housing for the affected persons.
The transitional aid ( in german Übergangsbeihilfe) for these temporary transitional shelters could be made more sustainable by using vernacular techniques for construction and by ensuring that the material used in the transitional shelters be reused for the construction of permanent housing.
In order to reduce the environmental footprint of the shelters given during the emergency phase it is vital that the waste is minimized and the consequent reuse of materials is maximized.
The materials used for the construction of shelters should be of the reusable type and it must be able to adhere to certain quality so that these transitional shelters could be in a later stage upgraded. The use of timber wood for roofings, windows and doors would enable the reuse of these wood materials when permanent housings are being constructed by the concerned Government in a war free zone for the war /disaster affected persons.
It is also important to use conventional ways of constructing the shelters like employing people from the local community [who could participate in construction] and using bio degradable materials for constructing the housing units.
The housing units when built by local skills men would enable the local communities to repair and also maintain the shelter in good condition as they would have acquired the required skill and resources while constructing the shelters.
Finally it is important to construct the housing units in a place which is disaster resistant .Annual flooding, gales and hurricanes are unpredictable disasters and hence proper care should be taken in order to prevent further damage to the houses constructed after these disasters.
It is vital to understand the fact in the recent years permanent housing is completed only in those areas of highly visible mega natural disasters whereas in the other areas affected by slight natural calamities the concerned Government has been found to neglect the need of the affected people .It is indeed a sad sight to see the way these people try to scrimp and lead their lives with the war compensation ( in german Abfindung ) given by their government.
